problem! There is a noticable increase in graffitti when VCU is in session, so 

it does seem that VCU should be helpful in eradicating the problem: grounds for 

dismissal !, plus some public service time such as helping clean upGraffitti. 

Also, it seems that VCU has responsibility to this wonderful historic 

neighborhood and should make certainthat their "students" or criminals are aware
