Community Development Has A New Name

 

City Council voted on January 25, 2010 to officially change the name of
the Department of Community Development to the Department of Planning
and Development Review. 

 

The name change was part of a departmental re-organization that
consolidated the Department of Economic Development, the Office of Real
Estate Services, and the Housing & Neighborhoods Division of the
Department of Community Development into the newly-formed Department of
Economic and Community Development. The Housing & Neighborhoods Division
manages the City's Neighborhoods in Bloom initiative and oversees other
HUD-sponsored activities, such as the Community Development Block Grant
program.  

 

All of the other services previously provided by the Department of
Community Development will continue to be provided by the Department of
Planning and Development Review.

CAR Task Force Public Hearing 

 

The Commission on Architectural Review (CAR) Task Force will hold a
Public Hearing in City Council Chambers in City Hall on Thursday,
February 4 at 6:30pm. Speakers should contact the Clerk's Office

The average sales price for all residential units (4 units and below)
was $167,147 as compared to $182,253 in the 3rd Quarter and $171,057 in
the 4th quarter of 2008.

You may have seen a recent news story about the rising number of
foreclosure filings in the Richmond area. A filing generally occurs when
a homeowner is two months or more late on their mortgage. An actual
foreclosure marks the completion of the transfer in ownership of the
property.  

 

The actual number of foreclosures in the city of Richmond in the 4th
quarter totaled 178, as compared with 227 in the 3rd quarter - a drop of
22%. The city saw 745 foreclosures in all of 2009, just below the total
of 768 for all of 2008.

 

The difference between the 3rd quarter and 4th quarter is significant
because there is typically a lull in volume and price in the fourth
quarter relative to the year as a whole. T

he City of Richmond showed 4th quarter growth in volume, which is not
typical; and showed a relative low depreciation in sales prices from the
3rd quarter to the 4th. This could be a sign of rising demand in the
