Major Crime: 25% increase 
1/2009 vs. 1/2008 - sixty-six (66) crimes vs. fifty-three (53) crimes 	

ROBBERY - INDIVIDUAL

Trends/Patterns:
The location/suspect descriptions involving the (5) five robberies of
individuals that occurred in January are listed below:

Tuesday, January 13, 2009, 0053 hours
1100 W. Franklin Street
W/M, VCU student-victim, age 19, was walking west on W. Franklin when
suspect #1 approached him and displayed a silver revolver. After demanding
and taking the victims' wallet, laptop, and cell phone the suspect told the
victim, "Go before I shoot you." The suspect then fled on foot east on W.
Franklin Street. 

Wednesday, January 14, 2009, 0038 hours
1909 Grove Avenue
W/F victim, age 38, was parking her car in the rear lot of 1909 Grove Avenue
when suspect #1 approached her and demanded her purse. The victim was unsure
if the suspect was armed with a weapon, but she tossed him her purse and ran
from the scene toward the 1900 block of Floyd Avenue. The victim did not see
the suspect leave the scene.

Saturday, January 17, 2009, 0300 hours
1500 W. Main Street
W/M, VCU student-victim, age 18, and W/M, VCU student-victim age 19, were
walking on Plum Street toward their VCU dorm when suspect #1 approached them
from behind. The suspect #1 struck victim #1 in the head with a dark-colored
handgun and said, "Get on the ground and give me what you got." Both victims
lay on the ground and gave the suspect their wallets and cell phones. After
taking their belongings the suspect struck victim #1 again in the head with
the gun before leaving the scene on foot in an unknown direction.


Monday, January 19, 2009, 0057 hours
1100 W. Grace Street
W/M, VCU student-victim, age 19, and W/M, VCU student-victim age 20, were
walking in the alley in the 1100 block of W. Grace Street when they were
approached by both suspects. Suspect #1 displayed a dark-colored
semiautomatic handgun as suspect #2 said, "Don't shoot them." Suspect #2
told the victims, "Just give him all you got" as suspect #1 said, "I've got
a gun. Give me all you got. Just give me all you got." The victims gave the
suspects their cell phones and wallets containing money and credit cards.
After the robbery the suspects left the scene of foot east in the alley
toward S. Harrison Street. 

Tuesday, January 27, 2009, 2215 hours
1101 W. Main Street
W/M, VCU student-victim, age 23, was en route to the 7-11 when he was robbed
of his cell phone by suspect #1 who had approached him, displayed a firearm
and asked the victim to, "Hand over the goods.". After the robbery the
suspect fled on foot westbound in the alley and then south toward W. Cary
Street. 

Suspect # 1:
Armed w/ black or silver handgun (revolver and semiautomatic)
B/M, 23-33 years old
6'0"-6'2", 160-190 pounds
Shaved or bald head, skinny face, long goatee, medium complexion
last seen wearing: dark hoodie, black jeans

Suspect # 2:
Armed w/ black or silver handgun (revolver and semiautomatic)
B/F, 17-23 years old
5'2"-5'5", 120-130 pounds
long black dreadlocks
last seen wearing: dark puffy jacket


Suspect vehicle:
Grey or silver Cadillac Deville
Red or dark-colored SUV

Future Focus/Strategies:  
Continue directed-patrol assignments and maintain high visibility with
bike/motorcycle officers. Continue to use the K-9 units in and around the
Fan, Randolph, and Byrd Park neighborhoods during the night time hours.

Friday, January 2, 1230-1330 hours
Unknown suspect entered residence and stole electronics, jewelry and money.
(No signs of forced entry) 

2112 W. Cary Street
Saturday, January 3 - Monday, January 5 
Unknown suspect forced entry through rear glass door and stole clothes,
cologne, wallet and DVD player. 

10 S. Harrison Street
Friday, January 16, 0200-0201 hours 
Unknown B/M suspect forced entry through front door, but was chased away by
occupants inside the residence. Suspect described as a B/M, 5'8, wearing
dark clothing, blue or gray paisley scarf, dark brimmed hat and carrying a
dark-colored backpack with reflective lining. 

2213 W. Cary Street - Apt. D
Friday, January 16, 1600-1800 hours
Unknown suspect forced entry through rear door and committed an act of
vandalism.

1118 Grove Avenue - Apt. #32
Friday, January 17 - Saturday, January 18
Unknown suspect entered residence possibly through unlocked fire hatch and
stole a lap top and a jar of change.

2704 Floyd Avenue
Saturday, January 17, 0050-0117 hours
Unknown B/M entered residence through unlocked rear window and stole wallet.
Responding police officers chased suspect from the scene, but did not
apprehend him. Suspect described as a B/M, thin build wearing dark clothing.
(No further description available)

1916 Hanover Avenue
Saturday, January 17, 0230-0800 hours 
Unknown suspect forced entry through rear door and stole purse.




2213 W. Cary Street - Apt. D
Saturday, January 17, 1000-1300 hours 
Unknown suspect forced entry through rear door and committed an act of
vandalism.

16 N. Meadow Street 
Monday, January 19, 1100-2200 hours
Unknown suspect forced entry through rear door and stole a lap top and an
IPod.

1214 W. Franklin Street - Apt #5
Saturday, January 24, 0001-1030 hours
Unknown suspect entered residence through unlocked side window and stole
wallet, lap top, video camera and digital camera.

1519 Floyd Avenue
Thursday, January 29 - Friday, January 30
Unknown suspect entered residence and stole digital camera. 
(No signs of forced entry)

2019 Park Avenue
Saturday, January 31, 0435 hours - ARREST MADE
Intoxicated suspect forced entry through rear door and confronted the victim
in her bedroom. Victim pushed suspect out the front door and called 911.
Responding police officers located the suspect a few blocks from the scene
and arrested him for burglary.

Randolph Neighborhood: 
1419 Jacqueline Street
Thursday, January 29, 1730-2120
Unknown suspect forced entry through front door, ransacked the residence and
stole jewelry and electronics.

Future Focus/Strategies:  
Directed patrol in the Randolph, Maymont, and Fan neighborhoods and
proactive use of unmarked police vehicles to assist in the identification
and arrest of suspects. Increase foot and bike patrol. Increase community
awareness by distributing crime-prevention literature.









TFMV - (Theft from Motor Vehicles)
38% increase 
1/2009 vs. 1/2008 - eighteen (18) TFMV's vs. thirteen (13) TFMV's

Trends/Patterns:
The thefts have been occurring mostly in the Fan and Randolph neighborhoods.
They are occurring mostly in the late evening and overnight hours. Both
locked and unlocked vehicles have been targeted by the unknown suspect(s).
Most of the items taken (IPODS, backpacks, laptop computers, etc.) were left
in plain view in the passenger compartment of the victims' vehicle.

Friday, January 2, 2230 hours - Saturday, January 3, 0830 hours
Unknown suspect broke window out and stole stereo and CD's left in plain
view. 

1800 Park Avenue
Saturday, January 3, 1400 hours - Sunday, January 4, 0830 hours 
Unknown suspect entered unlocked vehicle and stole GPS mount. 

1140 W. Grace Street
Saturday, January 3, 2230 hours - Sunday, January 4, 1315 hours 
Unknown suspect smashed window with rock and stole coins and IPod left in
plain view. 

506 S. Lombardy Street
Saturday, January 3, 2230 hours - Sunday, January 4, 1100 hours 
Unknown suspect entered vehicle by prying open passenger window and stole
purse left in plain view.

    vehicles.
    Described as:
    B/M, 30-35 years old
    5'8"-6'0", 160-190 pounds
    Light to medium complexion, full beard
    Last seen wearing: heavy black coat w/ fur collar, dark-colored jeans
and black                                            
    tennis shoes.

Tuesday, January 13, 2130-2230 hours 
Unknown suspect entered unlocked vehicle and stole cash, jewelry, a savings
bond and an MP3 player left in plain view. 

300 N. Vine Street
Tuesday, January 13, 2000 hours - Wednesday, January 14, 0730 hours 
Unknown suspect broke passenger window and stole GPS not left in plain view.


207 N. Stafford Avenue
Tuesday, January 13, 2000 hours - Wednesday, January 14, 0800 hours 
Unknown suspect cut soft top and stole CD player and GPS. 

600 S. Allison Street
Wednesday, January 14, 0800 hours - Thursday, January 15, 0055 hours 
Unknown suspect broke passenger window possibly with screwdriver found near
the scene and stole GPS. 

1800 Monument Avenue
Friday, January 23, 1530-1630 hours 
Unknown suspect entered unlocked vehicle and stole purse left on floorboard
in plain view.

100 N. Mulberry Street
Friday, January 23, 1500 hours - Wednesday, January 28, 2002 hours  
Unknown suspect broke passenger window and stole GPS. (Suspect did not steal
loaded 9mm handgun in plain view on rear floorboard.) 

1810 Grove Avenue
Saturday, January 24, 1800 hours - Sunday, January 25, 1330 hours  
Unknown suspect entered unlocked vehicle and stole lap top, GPS and
calculator left in plain view.

00 N. Vine Street
Sunday, January 25, 1500 hours - Thursday, January 29, 1150 hours  
Unknown suspect broke passenger window and stole GPS left in plain view.

1400 Parkwood Avenue
Wednesday, January 28, 1300-1500 hours  
Unknown suspect broke passenger window and stole GPS and IPod left in plain
view.

2604 Grove Avenue
Thursday, January 29, 1527 hours  
Unknown suspect smashed window with rock and stole IPod left in plain view. 

Future Focus/Strategies:

SIGNIFICANT ARRESTS/ACTIVITY

January 11
K-9 Officer Sammy Hernandez responded to a call for an in-progress burglary
in the 1600 block of Monument Avenue. Upon arrival he saw a male standing on
a front porch looking confused. The officer approached the male and after a
brief interview learned that he had been repeatedly banging on the front
door of the residence. The male, however, was not a burglar, but merely
highly intoxicated and lost. The officer contacted the home owner to
reassure him that no burglary had occurred and the intoxicated male was
taken to jail for being drunk in public. 

January 16
PO Michael Lockard and PO Ryan Bailey responded to "Sticky Rice" restaurant
to investigate a call for a fight inside. Upon arrival they met the victim
who was bleeding from the face after having been assaulted by his
girlfriends' ex-boyfriend. The officers were able to locate the suspect in a
large crowd of people and arrest him without incident. 
				
January 24
PO Steve Fields and PO Kelly Morley were working a robbery-prevention
assignment when they were advised by a citizen that two individuals were
spray-painting a building in the 1900 block of W. Cary Street. The officers
drove to the area and interrupted two graffiti vandals spray-painting a
wall. The vandals ran from the scene in opposite directions, but were
quickly apprehended. Before being taken to jail both suspects were
interviewed by detectives regarding their possible involvement in "tagging"
other buildings.
